The Senior Budget Analyst is a key position requiring a GFEBS certified professional to provide expert financial and budget management services. Candidates should possess at least a Bachelor's degree in Accounting or a related field, with a Master's degree preferred. A minimum of 8-10 years of relevant experience in budgetary functions is essential. This role involves monitoring and tracking obligations and planned expenditures for various government accounts, adhering to regulatory controls and annual work plans.
Key responsibilities include:
• Conducting in-depth reviews of financial systems, contracts, and documents to address unliquidated obligation balances. Maintaining accurate data in spreadsheets and financial records related to contracts, travel, training, awards, and labor, including records on Military Interdepartmental Purchase Requests (MIPRs) and Permanent Change of Station (PCS) orders.
• Preparing detailed management reports and presentations on funding and budget statuses.
• Assisting with coordination activities to fulfill requests for financial data from external funding sources, including estimating costs for required activities.
• Supporting the annual Planning, Programming, Budget, and Execution (PPBE) processes.
• Executing transactions in GFEBS and LMP systems as directed to record obligations and de-obligations.
• Aiding in the development of data and reports for Staff Assistance Visits, Schedule of Budgetary Activity audits, and Management Internal Controls Program checklist completion.
• Tracking and reporting weekly obligations against OSD goals and financial findings.
• Assisting with year-end close-out procedures.
• Analyzing and maintaining a configuration management process to ensure traceability of all requirements and related materials.
• Demonstrating proficiency in GFEBS, LMP, and DTS, with additional preference for CCARS proficiency.
