Bachelor's Degree from an accredited institution. TOP SECRET Security Clearance with SCI eligibility. A minimum of five years of experience providing subject matter expertise in intelligence program financial management. At least five years of experience utilizing Microsoft Excel applications, including Pivot Tables, to analyze and communicate financial data. Strong communication skills and a self-starting mindset. Professional proficiency in English is required. Proven proficiency in all Microsoft Office applications. Applicants must be authorized to work in the United States on a full-time basis. About the job

  • Act as a crucial Intelligence Financial Management Data Analyst, offering comprehensive support for all resource management facets of the annual Planning, Programming, Budgeting, and Execution (PPBE) cycle pertaining to the client portfolio.
  • Examine component Program Objective Memoranda and Budget Estimate Submissions, perform thorough analysis and evaluation of program, budget, and technical requirements data, and pinpoint issues along with actionable recommendations.
  • Draft issue papers for Program and Budget Review and assess Deputy Secretary of War Resource Management Decisions, Decision Documents, and DoW decision documents to evaluate their implications for client programs.
  • Assist in executing reviews, summarize current statuses, and present strategic recommendations to leadership regarding the realignment or reprioritization of funds.
  • Support the Government in executing apportionment restrictions and implementing standard or program-specific reductions mandated by the Office of Management and Budget, Congress, OUSD (Comptroller), or OUSW.
  • Deliver precise resource analysis and monitoring of security program issues to ensure compliance, linkage, and alignment across the Department.
  • Conduct in-depth research and funding reviews, submitting analytical recommendations for client capabilities to support internal and external inquiries, including those from Congress and GAO.
  • Facilitate the organization, analysis, and coordination of resource data for the effective management, execution, and review of the MIP portfolio.
  • Contribute to the development and distribution of the annual Congressional Justification Book and budget briefing materials.
  • Engage in financial research and analysis, crafting recommendations, responses, talking points, memoranda, briefings, and correspondence as needed to bolster financial analysis and reporting.
  • Utilize Microsoft Excel applications, including Pivot Tables, multi-workbook analysis, data cleaning and aggregation, graphing, and presentation of financial data to produce decision-support documents for leadership.
