Under the guidance of the Housing Manager and empowered to exercise independent judgment, the Assistant Housing Manager is responsible for overseeing the full spectrum of operations within the LHD Application Unit. This unit plays a crucial role in implementing HUD regulations and NYCHA policies to assess eligibility for Tenant-Based Housing Choice Voucher (HCV) applicants, as well as managing eligibility and rental processes for RAD/Project-Based applicants.
Key responsibilities include:
- Leading and supervising a team of Housing Assistants to ensure that program objectives and service standards are met.
- Overseeing applicant eligibility determinations for the Housing Choice Voucher program, which includes conducting necessary background checks (e.g., sex offender registry and criminal background checks).
- Reviewing 25% of Section 8 eligibility review cases (SRs) for quality assurance and compliance.
- Training, coaching, and evaluating staff; managing recruitment efforts and administering disciplinary actions as required.
- Ensuring adherence to NYCHA policies, HUD regulations, and relevant federal and state laws.
- Reviewing rental packages submitted by voucher holders and finalizing rental processing in Siebel.
- Processing voucher extensions and closing rentals in Siebel.
- Scheduling applicant briefings and ensuring the timely and accurate completion of paperwork, reports, and responses to inquiries.
- Reviewing and addressing reasonable accommodation requests.
- Managing escalated or complex cases and resolving applicant complaints and issues in a professional and prompt manner.
- Maintaining strict confidentiality regarding sensitive and personally identifiable information.
- Communicating and coordinating with internal departments and external agencies, including partners supporting veterans and Project-Based applicants, to expedite application and rental processes.
- Identifying system issues and recommending process improvements to enhance operational efficiency.
- Preparing weekly and monthly performance reports.
