ABOUT OATH:
The City of New York’s Office of Administrative Trials and Hearings (OATH) is recognized as the largest administrative tribunal in the nation, conducting approximately 400,000 trials and hearings annually. Serving as the City’s central, independent administrative law court, OATH adjudicates a diverse array of matters brought forth by nearly every city agency, board, and commission. Additionally, OATH is home to the Center for Creative Conflict Resolution, which offers mediation and restorative justice services to City government agencies and the public, as well as the Administrative Judicial Institute, a resource center dedicated to providing training, continuing education, research, and support services for administrative law judges and hearing officers.
JOB DESCRIPTION:
OATH is actively seeking qualified attorneys to join its Hearings Division and Appeals Division as Judicial Hearing Officers (JHOs). In this independent adjudicator role, JHOs are tasked with determining the validity of civil summonses issued by NYC enforcement agencies against individuals and businesses. Each day, JHOs are engaged in conducting multiple hearings, reviewing evidence, analyzing legal arguments, and issuing well-reasoned written decisions.
The responsibilities of JHOs include ensuring that all cases are heard and decisions are made promptly while effectively communicating agency policies to the public. The ideal candidate is a proactive, driven, and experienced attorney who thrives in a dynamic environment and embraces the opportunities for growth provided by OATH’s commitment to institutional improvement, technological advancements, and enhancing public access to justice. The role demands the ability to work efficiently under tight deadlines and in a fast-paced setting.
JHOs will work based on the agency's needs and may contribute up to 1,000 hours annually at the specified hourly rate. Outside employment is permissible. JHOs will work remotely, utilizing their own computer and telephone. Those assigned to the Hearings Division will conduct hearings via phone, while those in the Appeals Division will review written appeal requests and draft appeal decisions.
