The Senior NOC Engineer will oversee the management, coordination, and monitoring of all No Objection Certificate (NOC) processes associated with infrastructure and utility projects. This role is vital in ensuring the timely submission, tracking, and approval of NOC applications from relevant authorities and third parties, while adhering to the compliance standards of the RTA, DM, DEWA, Etisalat, DU, and other key stakeholders. The position necessitates close collaboration with design, supervision, and contractor teams to address utility conflicts, interface issues, and to ensure seamless project execution.
- Manage and coordinate all NOC applications with authorities and utility agencies, including RTA, DM, DEWA, Etisalat, DU, Civil Defense, and others as required.
- Review NOC drawings, applications, and supporting documents for accuracy and completeness prior to submission.
- Monitor and follow up on the status of all NOC submissions, maintaining a detailed register of applications, comments, and approvals.
- Facilitate communication between design consultants, contractors, and stakeholders to resolve conflicts during design and site execution stages.
- Ensure timely clearance and approvals for all project-related works, including stormwater and road corridor activities.
- Participate in authority coordination meetings, prepare presentations and reports, and represent AECOM in discussions with stakeholders.
- Review utility layouts, diversion proposals, and as-built drawings to ensure they meet authority standards.
- Assist the supervision team in verifying that site works comply with approved NOCs and permit conditions.
- Stay updated on authority procedures, online portals, and GIS systems related to NOC processing.
- Compile and submit weekly and monthly NOC status reports, outlining pending items and potential delays.
- Coordinate internally with planning and design teams to align project schedules with NOC deliverables.
- Ensure adherence to AECOM’s internal procedures for document control, correspondence, and stakeholder management.
- Assist in resolving utility-related technical and coordination issues on-site.
- Build and maintain strong professional relationships with authority representatives to enhance communication and problem resolution.
