Turner & Townsend is actively seeking a seasoned Preconstruction Cost Reporting Manager to lead the analysis, management, and forecasting of cost trends throughout extensive data center construction projects. This pivotal role bridges preconstruction, estimating, market intelligence, and program controls, providing early insights into cost determinants and facilitating strategic budgeting decisions. The successful candidate will possess extensive preconstruction experience and a robust understanding of cost modeling, benchmarking, escalation forecasting, and the market dynamics specific to mission-critical facilities.
Key Responsibilities:
- Develop and maintain comprehensive cost trend models for data center construction, focusing on labor, materials, equipment, commodities, and subcontractor markets.
- Analyze historical cost data to identify patterns and deliver accurate cost escalation forecasts.
- Assess emerging cost risks and opportunities informed by market analysis, vendor feedback, and construction economics.
- Create and manage dashboards and reporting tools to convey cost trends to executive leadership.
- Collaborate closely with estimating teams during conceptual and schematic design phases to establish cost benchmarks and predictive models.
- Oversee cost trending during initial design iterations, documenting and communicating cost variations.
- Confirm project budgets at each design milestone through trend data analysis, market conditions, and historical performance.
- Influence procurement strategies based on insights gained from cost trends.
- Conduct ongoing research into construction market conditions, including labor rates, material indices, supply chain issues, and regional cost factors.
- Build strategic relationships with contractors, vendors, and industry partners to gather critical cost intelligence.
- Maintain current commodity indexes and regional cost databases pertinent to data center construction (e.g., steel, concrete, electrical components, generators, HVAC systems).
- Take ownership of monthly and quarterly cost trend reports, presenting findings to internal stakeholders including Finance, Development, and Program Management.
- Ensure consistency and accuracy in cost trend methodologies across various projects and regions.
- Assist in risk and contingency evaluations at the program level.
- Collaborate with Design, Engineering, Sourcing, and Construction teams to identify cost-altering changes early in the process.
- Provide strategic guidance during value engineering sessions to optimize designs without sacrificing performance.
- Partner with Procurement to enhance bid strategies and supplier negotiations.
- Adhere to SOX control responsibilities as applicable.
