Key Responsibilities:
- Procurement Strategy:
- Collaborate with governmental agencies and both public and private entities to devise effective procurement strategies.
- Evaluate existing procurement processes and suggest enhancements to improve efficiency and transparency.
- Formulate and execute public procurement strategies that align with organizational objectives.
- Conduct market analysis to assess procurement needs and identify potential suppliers.
- Determine and implement suitable public procurement methods and processes.
- Oversee procurement timelines and budgets to ensure efficient and effective procurement activities.
- Procurement Policy Development and Regulatory Compliance:
- Ensure adherence to procurement policies and procedures.
- Stay informed about changes in public procurement laws, regulations, and best practices.
- Provide advisory support to clients regarding compliance requirements and assist them in navigating complex regulatory environments.
- Work closely with the legal department to maintain compliance with current and forthcoming legal regulations.
- Public Procurement Tenders:
- Understand various tendering procedures applicable in the public procurement landscape.
- Assist clients in formulating comprehensive requests for public tenders in accordance with procurement regulations.
- Draft requirement lists for public tenders.
- Create proposal-specific evaluation and selection criteria.
- Assess suppliers based on established selection criteria (if a two-step procedure is applicable).
- Review and award contracts to suppliers based on evaluation criteria.
- Analyze vendor proposals and provide recommendations for supplier selection.
- Develop KPIs and SLAs for effective contract management.
- Vendor Relations:
- Foster and sustain robust relationships with suppliers and vendors.
- Monitor vendor performance and resolve any issues or disputes that may arise.
- Training and Capacity Building:
- Conduct training sessions and workshops for client staff to enhance their procurement knowledge and skills, boosting the organization’s procurement maturity level.
