Rail Compliance Manager – Sentinel and RISQS Lead
Job Overview
Optime Group is seeking a highly skilled Rail Compliance Manager to oversee the compliance operations within our client's Rail Division. This pivotal role offers significant autonomy and is essential for maintaining an audit-ready rail operation, spearheading the annual RISQS audit, and ensuring adherence to Network Rail, Sentinel, and client standards throughout the year.
This opportunity arises due to a recent resignation and is considered a key appointment for the organization. The ideal candidate will possess the confidence and expertise to take full ownership of the compliance function and execute their responsibilities effectively.
Key Responsibilities
- Lead and successfully deliver the annual RISQS audit, ensuring a robust and up-to-date audit evidence library.
- Manage the Rail Compliance Matrix and Sentinel dashboards.
- Oversee all Sentinel sponsorship activities, including Primary Sponsorship, Sub-Sponsorship (in/out), and De-Sponsorship.
- Conduct thorough pre-sponsorship checks and competence validations.
- Maintain the Rail Training Matrix, tracking competence profiles, expiries, and gaps.
- Prepare clear compliance and audit reporting packs for senior stakeholders.
- Manage operative medical and Drugs & Alcohol compliance, including random and for-cause testing.
- Oversee Fatigue360, ensuring training, planned hours, actuals, and fatigue controls are compliant.
- Conduct fatigue assessments and plans in response to operational changes.
- Maintain rail equipment registers and assist in internal rail audits and NCR close-outs.
- Facilitate rail governance and communications, including monthly rail review meetings.
Work Environment
This role operates within a hands-off, non-micromanaged environment, suited for an experienced rail compliance professional who values trust, accountability, and work-life balance. The position is based in a modern business park in Gloucestershire, with flexibility to work:
- 1–2 days per week in the office
- The remainder can be flexible depending on workload
- Occasional travel to rail sites (not routine)
