Turner & Townsend is actively seeking a skilled Senior Cost Manager / Quantity Surveyor to play a pivotal role in a significant, multi-phase data center construction project located in the Abilene, TX / Shackelford County region. This extensive development encompasses a multi-building campus that is currently in progress, with a phased delivery plan spanning several years. This position is crucial for ensuring effective cost governance, maintaining commercial discipline, and achieving alignment across a large and complex site that involves substantial civil, structural, and MEP scopes.
You will be the primary point of contact for clients, responsible for implementing strict cost controls, facilitating clear communication, and fostering robust stakeholder collaboration. The ideal candidate will possess extensive expertise in construction cost management, demonstrate confidence in client-facing scenarios, and contribute effectively to a high-performing project team.

Key Responsibilities
- Develop and uphold comprehensive cost plans, budgets, and estimates throughout the design and construction phases.
- Compile and deliver monthly cost reports, forecasts, and summaries tailored for executive review.
- Gather and validate cost data from designers, contractors, subcontractors, and vendors for accuracy.
- Maintain benchmarking and built-cost records to enhance program-wide efficiencies.
- Lead procurement efforts including pricing assessments, scope validation, and commercial negotiations.
- Manage final accounts and ensure prompt resolution of agreements.
- Oversee the entire change management process, ensuring all changes are scrutinized, evaluated, negotiated, approved, and properly tracked.
- Implement rigorous cost-control systems to monitor commitments, variances, and trends.
- Assist in contingency planning and cost-risk assessment activities.
- Ensure cost, schedule, and scope alignment with project controls teams.
- Drive value engineering and cost optimization initiatives across various phases and trades.
- Stay informed on market conditions and provide valuable commercial insights.
- Act as a key interface with clients, ensuring that their objectives and expectations are met.
- Prepare comprehensive commentary on contractor submissions and support governance reviews.
- Ensure compliance with Turner & Townsend's Business Management Systems.
- Mentor junior team members and promote a culture of high performance and collaboration.
- Support financial management tasks, including margin tracking and resource forecasting.
- Adhere to SOX control responsibilities where applicable.
