Turner & Townsend is looking for a seasoned Senior Cost Manager / Quantity Surveyor to act as the primary client liaison and deliver exceptional cost management services for a large-scale, critical data center project. This role is crucial in ensuring the successful delivery of the project on schedule, within budget, and adhering to the highest standards of quality, with a strong focus on governance, commercial integrity, and stakeholder involvement.

This role demands 50% onsite presence in Hall County; greater Amarillo, Texas area.
- Develop comprehensive cost plans and estimates throughout the design and delivery phases, utilizing industry benchmarks and technical documentation.
- Create and deliver monthly cost reports, executive summaries, and funding data for stakeholders.
- Coordinate various cost information sources (design teams, general contractors, subcontractors, vendor quotes) for thorough cost validation and auditing.
- Compile construction cost records for benchmarking and continuous improvement.
- Lead the development of procurement strategies, contractor/subcontractor pricing reviews, scope validation, and commercial negotiations to secure fair contract pricing.
- Oversee final accounts and ensure timely agreement.
- Manage change control throughout the project lifecycle: review, estimate, negotiate, and reconcile change orders; handle post-contract cost variances.
- Assist with cost risk analysis, scenario planning, contingency management, and commitment tracking.
- Implement robust cost control systems, including Earned Value Management (EVM) where applicable.
- Integrate cost with schedule and scope, working closely with project controls/scheduling teams.
- Inform and influence engineering priorities based on cost implications; lead value engineering (VE) initiatives and cost optimization strategies.
- Keep abreast of market trends (escalation, labor availability, material pricing) and provide timely insights.
- Act as the primary client contact, ensuring that objectives are met and service excellence is achieved.
- Prepare and present executive-level updates, written feedback on general contractor submissions, and cost estimate revisions.
- Ensure compliance with internal Business Management Systems and company delivery methodologies.
- Mentor and guide junior team members; cultivate a high-performance culture.
- Exhibit excellence in financial management (margin tracking, monthly fee/resource forecasts) across commissions.
