We are seeking a Strategic Concern Controller / CFO for the National Cyber Security Centre (NCSC). The NCSC serves as the central knowledge authority, response organization, and collaborative platform for cybersecurity in the Netherlands, operating within a complex political and administrative context with multiple departmental stakeholders.
The Strategic Concern Controller / CFO operates independently from the line organization and reports directly to the General Director / CEO. This role is prompted by the need to strengthen the independent concern control function at a strategic level, particularly as funding streams, governance issues, and investment decisions grow increasingly complex.
The objective of this role is to develop, implement, and sustainably secure the Strategic Concern Control function within the NCSC.
Responsibilities
In this position, you will be responsible for developing, implementing, and overseeing the Strategic Concern Control area and the CFO function. You will establish a comprehensive control strategy and evaluate the coherence among strategy, policy, and execution. Additionally, you will assess multi-year plans, investment proposals, budgets, forecasts, and business cases while advising on financial risks and strategic decisions.
You will also ensure independent assessment and oversight within the organization, evaluate risk profiles and control frameworks, monitor management information and reporting, and escalate risks to the General Director / CEO when necessary. Furthermore, you will conduct second opinions on major decisions.
Your role will also be significant in audit and assurance activities. You will prepare for external audits, oversee them, ensure follow-up on audit findings, and verify compliance with relevant laws and regulations. Additionally, you will contribute to enhancing financial governance and risk management by developing governance frameworks, safeguarding legality, including tenders and subsidies, and ensuring clear roles between policy-making, execution, and oversight. You will also assist in further developing reports and external accountability.
