Position Overview:
We are seeking a dedicated Land Development Manager to support our land department with comprehensive due diligence, civil and grade plan reviews, value engineering, and the budgeting processes for residential projects. This role carries full accountability for phased project scheduling, contracting, and overseeing the construction of assigned developments.
Key Responsibilities:
- Contribute to the feasibility studies for land acquisition by formulating initial development budgets and coordinating geotechnical and environmental assessments.
- Confirm the availability and positioning of essential utilities such as sanitary sewer, water, gas, and electric.
- Assess the costs associated with obtaining access to these utilities, including construction-in-aid, adequate facilities tax, and development impact fees.
- Review design documentation, improvement plans, and plats to ensure project coordination and precision.
- Generate bid forms and instructions to distribute to qualified bidders, soliciting bids for all necessary work items to complete the project. Evaluate bids for accuracy and completeness while ensuring no scope overlaps or gaps exist. Address bidder inquiries effectively.
- Compile a Bid Analysis to evaluate bids and collaborate with the Land Leader to finalize contractor selections.
- Initiate the buyout and contracting processes for all work; schedule pre-construction meetings with municipalities and contractors.
- Create a detailed critical-path project schedule using MS Project, incorporating contractor input. Ensure that project milestones are achieved, and lots are delivered on time.
- Lead weekly on-site meetings with relevant contractors to monitor progress.
- Track construction progress against the schedule, identifying potential delays and risks. Propose measures and recommendations to uphold the project schedule and budget.
- Assume complete responsibility for the land development project budget and cash flows; review and approve all pay applications and invoices for accuracy.
- Ensure the timely activation of water and sewer systems in line with the project schedule. Pursue final acceptance and bond release for all infrastructure and improvements.
- Communicate precise lot delivery dates to management for planning purposes.
