Education:A Bachelor’s degree (BA, BS) or equivalent education, training, or experience in Economics, Public Policy, Engineering, Business, or a related field. A Master’s degree is preferred. Experience:A minimum of six (6) years of relevant experience, supplemented by an equivalent number of years in education and training. Type of Experience:Professional experience in regulatory cost of service regulation and public utility rate design, alongside experience in infrastructure policy and wholesale electric market rules. Familiarity with transmission issues, utility restructuring policies at the federal, state, and local levels, or corporate strategy experience in a similar technical or business discipline is essential. Proven experience in technical policy development, implementation, and legislative processes is required.

In the role of Lead Policy Developer - Transmission Infrastructure, you will operate under the guidance of the Director, contributing significantly to the formulation of policies surrounding ISO transmission planning, infrastructure development, and resource interconnection. Your role will involve fostering essential relationships with policymakers and staff at both state and federal levels while facilitating consistent communication between the ISO and regulatory agencies. Your work will ensure that regulatory decisions align with the ISO’s reliability mandate as well as its operational and planning responsibilities. You will conduct thorough analyses of existing and proposed regulations, providing policy support for vital infrastructure initiatives with a focus on cost-of-service and financial analysis. You will monitor evolving cost drivers and the financial implications of infrastructure development industry-wide. Additionally, you will identify issues and propose solutions for complex regulatory and business challenges, acting as a liaison between ISO management and subject matter experts to ensure effective engagement on a variety of regulatory and infrastructure planning topics.

KEY RESPONSIBILITIES:

  • Lead and support cross-departmental teams while managing a comprehensive stakeholder engagement process for infrastructure policy initiatives. Deliver timely and high-quality outputs, including white papers, presentations, filings (CPUC and FERC), and Board memos. Collaborate with the director and subject matter experts to craft robust policy recommendations that effectively address issues or achieve specific objectives. Identify, assess, and resolve policy challenges while ensuring appropriate stakeholder engagement to mitigate concerns. Promote best practices in policy development and ensure that implementation details are thoroughly vetted and understood both internally and externally.
  • Offer subject matter expertise in regulated cost-of-service and relevant economic topics. Support transmission planning and infrastructure development, including the ISO’s competitive procurement processes, with a focus on regulatory cost of service principles. Stay informed about industry cost structures and activities affecting transmission development, serving as an internal resource to support policy analysis, development, and special projects. Prepare written materials and deliver presentations to ISO management, highlighting issues and impacts to the ISO while providing strategic recommendations on the ISO’s position and courses of action. Investigate regulatory issues and devise and implement regulatory strategies.
