This position is based in Pomona, California, and offers a hybrid work model, requiring attendance in the office or field on Tuesdays and Wednesdays.
The Project Controls Estimator I will play a crucial role in consolidating project scope and cost for initiatives ranging from approximately $25 million to over $1 billion. This position is essential in ensuring adherence to governance processes and assisting the Project Manager in securing executive approvals throughout the project lifecycle. The successful candidate will aggregate and report on estimated project costs and respond to regulatory and legal data requests related to these costs, acting as a subject matter expert in project estimation methodologies, including risk and contingency applications.
- Collaborate with Project Management, Project Controls, Engineering, Legal, Finance, and Regulatory teams to plan, schedule, and manage the collection of scope and cost data from all relevant disciplines at each stage gate.
- Analyze cost estimates against historical benchmarks to ensure accuracy and investigate discrepancies with estimators from various functional groups.
- Manage documentation for stage gate updates and regulatory submissions.
- Conduct peer reviews of project cost aggregations and work independently with minimal supervision.
- Develop cost estimates for new Transmission and Distribution Substations, Substation Rebuilds/Expansions, Major Equipment Replacements, Protection Upgrades, and Customer Substations.
- Prepare scope take-offs based on Design Specifications, Meeting Minutes, and Electrical & Civil Drawings.
- Estimate material and labor costs using established standards for direct and indirect costs and input estimates into Cost Estimating Tools such as SCMT and InEight.
- Engage with cross-functional stakeholders to review cost estimates and facilitate approvals using expertise in Engineering, Cost Estimating, Scheduling, and Project Management.
- Conduct detailed variance analyses for cost estimates throughout the project lifecycle and update estimates based on change requests affecting scope, costs, and schedules.
