BASIC QUALIFICATIONS:Bachelor's degree in civil engineering. A minimum of 5 years of professional experience in civil engineering, focusing on off-site or external infrastructure projects, including coordination with agencies and stakeholders. PREFERRED SKILLS AND EXPERIENCE:Over 8 years of professional experience in civil engineering, ideally with a focus on off-site developments and external collaborations. EIT or Professional Engineering (PE) license in Texas. Proven experience with project management and delivery of infrastructure projects.

SENIOR CIVIL ENGINEER, OFFSITE INFRASTRUCTURE (STARLINK)

RESPONSIBILITIES:

  • Engage in extensive coordination with external agencies such as the Department of Transportation (DOT), utility providers, and governmental entities at local, state, and federal levels to obtain project approvals, forge agreements, and ensure seamless project execution for off-site improvements.
  • Collaborate with contractors, fabricators, external stakeholders, and internal clients to establish project requirements, timelines, and cost estimates, ensuring alignment and timely delivery of results.
  • Oversee the planning and execution of off-site transportation and utility extensions, including water supply, wastewater systems, gas distribution, and related infrastructure, while fostering stakeholder relationships to troubleshoot issues and achieve deliverables.
  • Manage civil engineering aspects of off-site construction projects in the field, focusing on quality control, conflict resolution, and coordination among multi-disciplinary teams and external partners to deliver projects on schedule and within budget.
  • Lead the permitting process by engaging with regulatory agencies to secure necessary local, state, and federal approvals for transportation projects and utility interconnections, emphasizing effective communication and negotiation to expedite outcomes.
  • Proactively resolve design and construction conflicts in real-time, leveraging partnerships to seamlessly integrate off-site infrastructure with on-site operations for consistent access and utility supply.
  • Conduct impact studies and assessments (e.g., traffic, hydraulics, capacity) to support project advancement, prioritizing coordination efforts to mitigate risks and drive project completion successfully.
