This position is based in Pomona, California, and follows a Hybrid work model, requiring in-office or field presence on Tuesdays and Wednesdays.
The Senior Project Controls Estimator plays a pivotal role in consolidating scope and cost for projects valued between $25 million and $1 billion. This position ensures that projects adhere to established governance processes and aids Project Managers in securing executive approval throughout the project lifecycle. The successful candidate will be a subject matter expert in project estimating and aggregation methodologies, including risk and contingency applications.
- Collaborate with Project Management, Project Controls, Engineering, Finance, Legal, Regulatory, and other stakeholders to:
- Plan, schedule, and manage the data-gathering process for project scope and cost at each stage gate across all disciplines.
- Analyze cost estimates against historical benchmarks for similar projects, scrutinizing any discrepancies with estimators from relevant functional groups.
- Maintain supporting documentation for stage gate updates and regulatory filings.
- Conduct peer reviews of project aggregations with minimal supervision.
- Develop cost estimates for new Transmission & Distribution Substations, Substation Rebuilds/Expansions, Major Equipment Replacements, Protection Upgrades, and new Customer Substations.
- Estimate material and labor costs, applying standards for direct and indirect costs, and prepare estimates using Cost Estimating Tools such as SCMT and InEight.
- Engage with cross-functional stakeholders to review cost estimates and secure necessary approvals.
- Perform detailed variance analyses for cost estimates throughout the project lifecycle, and revise estimates based on change requests related to scope, cost, and schedule.
- Execute multiple peer reviews of cost estimates prepared by various estimating team members to ensure accuracy and consistency.
