This position is based in Pomona, CA with a Hybrid-Remote work model (Tuesday and Wednesday in the office/field).
The Senior Project Controls Estimator is pivotal in consolidating project scope and cost for initiatives valued between $25M and $1B+. This role ensures adherence to governance processes and aids the Project Manager in securing executive approvals throughout the project lifecycle. The estimator will aggregate and report on projected costs while also responding to regulatory and legal data requests related to these estimates. As a subject matter expert in project estimation methodology, they will focus on risk assessment and contingency strategies.
- Collaborate with Project Management, Project Controls, Engineering, Finance, Legal, and Regulatory teams to:
- Plan, schedule, and oversee the collection of scope and cost data for project aggregations at each stage gate across various disciplines.
- Analyze cost estimates to ensure alignment with historical benchmarks for similar projects. Investigate discrepancies and the basis for estimates exceeding historical costs or expectations.
- Maintain documentation for stage gate updates and regulatory submissions.
- Conduct peer reviews of project aggregations and work independently with minimal oversight.
- Develop cost estimates for new Transmission & Distribution Substations, Substation Rebuilds/Expansions, Major Equipment Replacements, Protection Upgrades/SA3, and new Customer Substations.
- Estimate material and labor costs using established standards for direct and indirect costs, inputting estimates into Cost Estimating Tools such as SCMT and InEight.
- Facilitate collaboration among cross-functional stakeholders, leveraging Engineering, Cost Estimating, Scheduling, and Project Management expertise to review cost estimates and secure approvals.
- Perform detailed variance analyses on cost estimates throughout various project phases. Update estimates in response to scope, cost, and schedule change requests.
- Conduct multiple peer reviews of cost estimates prepared by different team members to validate accuracy, scope, jurisdictional splits, and cost elements.
- Prepare scope take-offs based on design specifications, meeting minutes/scope of work, and electrical & civil drawings.
