The Subject Matter Expert Budget Analyst - Formulation at Analytic Solutions Group supports the financial planning and budget formulation process for an Intelligence Community client in Bethesda, Maryland. This role focuses on strengthening the Intelligence Planning, Programming, Budget, and Execution Process (IPPBE) by ensuring financial resources are managed strategically and in line with both internal standards and external mandates.
Success in this position depends on a deep understanding of the Intelligence Community’s financial systems, including resource allocation, budget forecasting, and the Congressional appropriations process. The analyst will work directly on the National Intelligence Program (NIP) Budget, applying a strategic mindset to align funding with mission objectives and priorities.
Key Responsibilities
- Lead the development, execution, and oversight of budgets to meet both internal and external requirements.
- Facilitate budget program execution, ensuring resources match program goals.
- Prepare detailed budget reports for various offices and programs, including funding and activity summaries.
- Collaborate on the creation, review, and response to budget exercise submissions that support strategic objectives.
- Conduct budget analysis, respond to financial data requests, and assist with portfolio assessments.
- Help develop and evaluate fiscal program builds for internal and Intelligence Community-wide initiatives.
- Draft narratives, vignettes, and other content for the Congressional Budget Justification Book (CBJB).
- Support the production of the CBJB for NIP missions, special topics, and related sections.
- Develop talking points, briefings, reports, and responses to congressional directives, presenting these in interagency forums and working groups.
- Monitor congressional legislation and assess its impact on the NIP budget.
Requirements
- Extensive knowledge of the Intelligence Community’s financial infrastructure and budget processes.
- Strong analytical skills for interpreting and synthesizing complex financial data.
- Experience with resource allocation, budget forecasting, and Congressional appropriations.
