The Subject Matter Expert Budget Analyst - Formulation at Analytic Solutions Group plays a central part in strengthening the Intelligence Planning, Programming, Budget, and Execution Process (IPPBE) for a client in McLean, Virginia. This role focuses on ensuring financial integrity and aligning resources with the strategic goals of various offices and components within the Intelligence Community.
Role overview
This position leads the creation, implementation, and oversight of budgets that meet both internal and external requirements. A strong grasp of the Intelligence Community’s financial framework is essential, especially regarding resource distribution, budget forecasting, and Congressional appropriations. The analyst will work closely with the National Intelligence Program (NIP) Budget, applying a strategic approach to resource alignment and organizational objectives.
What you will do
- Support the execution of budget programs, ensuring they align with available resources and strategic priorities.
- Create detailed budget reports for customer offices, components, and NIP programs, including funding and activity summaries.
- Assist with the development, review, and response to budget exercise submissions.
- Participate in budget analysis, financial data calls, and portfolio reviews.
- Help develop and assess fiscal program builds for both internal and Intelligence Community-wide programs.
- Draft narratives and inputs for the Congressional Budget Justification Book (CBJB), including sections on NIP missions and special topics.
- Prepare briefing materials, reports, and responses to Congressional inquiries related to the NIP, and present these in interagency forums and working groups.
- Monitor Congressional legislation and assess its impact on the NIP budget.
Requirements
- Extensive experience with budget formulation and execution, particularly within the Intelligence Community.
- Strong analytical skills for interpreting complex financial data and supporting informed resource allocation.
- Ability to produce clear reports, briefing materials, and Congressional responses.
- Familiarity with Congressional appropriations and legislation affecting intelligence budgets.
