The organizations supported by DCLA span a wide spectrum, including performing arts groups, museums, theaters, zoos, botanical gardens, visual arts and film centers, community organizations, and arts education programs, all of which are integral to the vibrancy of neighborhoods across New York City.The Counsel’s Office is integral to the agency's operations, engaging in everything from negotiating funding and operational agreements with major cultural institutions to addressing internal matters such as potential conflicts of interest. The office also monitors legal issues and public policy matters that impact the non-profit sector and the wider cultural community.The General Counsel is responsible for a comprehensive range of duties aimed at advising the agency and leading the Counsel’s Office in all facets of its operations. Key responsibilities include:Providing legal support for agency-wide activities, programs, initiatives, policies, transactions, and business operations;Drafting and negotiating legal agreements related to City-funded projects, including grants, contracts, funding agreements, licenses, and agreements concerning occupancy of City-owned property, real estate, equipment purchases, construction, and capital projects;Serving as a legal advisor to the agency head, management, and staff across all business units under executive direction, exercising significant independent initiative and decision-making;Offering legal counsel on a broad spectrum of issues, including contracts, non-profit law and governance, real property, construction and capital projects, intellectual property, art law, labor and employment, equal employment opportunity, ethics, and freedom of speech;Managing matters related to the Conflicts of Interest Board (COIB), freedom of information law (FOIL), and cultural policy;Overseeing compliance of City-owned cultural facilities with City agreements and policies;Advising constituent cultural organizations on relevant City rules, policies, and legal terms applicable to DCLA grants and contracts;Engaging with cultural and community organizations in need of legal guidance.
