The Civil Manager plays a pivotal role as a liaison between the Pre-Construction and Development teams, overseeing two (2) to four (4) Urban and/or Cottage projects at any given time. This position spans the due diligence phase, entitlements, plan production, and permitting, after which the project components are transferred to the Landmark Urban Construction team.Reporting to: Senior Civil ManagerDirect Reports: NoneKey Responsibilities: The following duties represent the primary responsibilities of the Civil Manager, which may evolve as organizational needs change:Familiarize and review Development Agreements.Understand and review Architect Agreements.Engage local Land-Use Attorneys for insights regarding Civil, Survey, Traffic, Geotechnical, and Environmental Consulting Engineers.Solicit proposals from potential Consulting Engineers in alignment with Landmark's standards.Engage with City Officials to gather essential project information, including concerns related to the project area, potential water/sewer/storm capacity issues, general permitting processes, and timelines.Verify receipt of Water and Sewer Capacity Letters.Consult with local utility providers (power/gas/telecom) to identify possible construction-related challenges.Determine necessary Construction-related easements such as R.O.W., crane swing, and tiebacks.Identify potential off-site improvement needs, including utility upgrades and traffic enhancements.Develop and maintain preliminary Pre-Development schedules.Ensure alignment between the A/E Team, Development, and Pre-Construction regarding Project Permitting requirements.Coordinate with Development to secure rezone, conditional use permits, and entitlements necessary for project development.Lead and participate in weekly Coordination calls with the Pre-Construction Manager and Design Manager, along with other relevant meetings to ensure project coherence.Communicate potential construction-related pricing issues to the Pre-Construction Manager.Inform the Design Manager and Developer of any potential design-related programmatic changes.Conduct reviews of milestone plan sets to confirm inclusion of Civil design deliverables and ensure coordination with plans from other disciplines.Coordinate code reviews to identify factors impacting development, such as building setbacks, streetscape requirements, and buffers.
