This position is hybrid, based in Pomona, California, with required in-office work on Tuesdays and Wednesdays.
The Project Controls Estimator will spearhead the consolidation of scope and cost for projects valued between approximately $25 million and $1 billion. This role is crucial in ensuring that projects adhere to governance processes and assist Project Managers in obtaining executive approval throughout the project lifecycle. The selected candidate will aggregate and report estimated project costs and develop responses to regulatory and legal data requests regarding these costs. This position requires a subject matter expert in project estimation and aggregation methodologies, including risk and contingency applications.
- Collaborate with Project Management, Project Controls, Engineering, Finance, Legal, Regulatory, and other teams to:
- Plan, schedule, and manage the process of gathering scope and costs for project aggregations at each stage gate across all disciplines.
- Analyze cost estimates to ensure alignment with historical benchmarks for projects of comparable scope and investigate any discrepancies with estimators from functional groups.
- Manage documentation for stage gate updates and regulatory filings.
- Conduct peer reviews of project aggregations and operate with minimal supervision.
- Develop cost estimates for new Transmission & Distribution Substations, Substation Rebuilds/Expansions, Major Equipment Replacements, Protection Upgrades, and new Customer Substations.
- Prepare scope take-offs based on Design Specifications, Meeting Minutes, Scope of Work, and Electrical & Civil drawings.
- Estimate material and labor costs following established standards for direct and indirect costs, and prepare estimates using Cost Estimating Tools such as SCMT and InEight.
- Collaborate with cross-functional stakeholders, leveraging Engineering, Cost Estimating, Scheduling, and Project Management expertise to review and obtain approvals for cost estimates.
- Perform detailed variance analyses for cost estimates at various stages of the project lifecycle and prepare updated estimates based on change requests for scope, cost, and schedule.
