About This Position

We are looking for a skilled Proposal Manager to enhance our growing capture and proposals team. In this role, you will be tasked with developing clear, persuasive, and compliant written documents that effectively communicate OpenAI’s value to government clients. You will collaborate closely with the capture lead, technical subject matter experts, legal, and product teams to produce high-quality proposals, RFx responses, white papers, and other related materials.

This opportunity is ideal for a candidate with 5–10 years of experience in government proposal writing who excels at translating complex technical concepts into engaging narratives and thrives in a fast-paced, cross-functional environment.

This position is based in Washington, DC.

Your Responsibilities

Develop Capture and Proposal Strategy: Collaborate with Capture and Sales leadership to identify opportunities, establish deal qualification processes, shape customer requirements, and strategically position OpenAI’s products and services for maximum impact.
Create Proposal Content: Write, edit, and format proposal sections and supporting documentation, ensuring clarity, consistency, and adherence to solicitation requirements and OpenAI’s mission.
Tool Creation: Utilize OpenAI products (such as ChatGPT and Codex) to develop tools for creating white papers, proposals, RFI responses, and other documentation.
Pricing Development: Formulate pricing for ROMs and proposals, devise price-to-win strategies, and document assumptions in coordination with technical teams throughout the proposal process.
Cross-Team Coordination: Collaborate with capture leads, product, and engineering teams to ensure alignment and effective communication across all aspects of proposal development.
