A solid understanding of cloud technologies, network architecture, and cybersecurity principles is essential. Additionally, familiarity with project management methodologies and tools such as Agile, Scrum, and ITIL is advantageous.
The Technical Program Manager (TPM) plays a pivotal role in spearheading a high-impact network modernization initiative that serves over 5,500 field locations, numerous data centers, and a user base exceeding 175,000 within the Department of Homeland Security (DHS). The TPM is responsible for the entire lifecycle of the program, strategizing, planning, executing, managing finances, addressing risks and issues, communicating with stakeholders, and ensuring a smooth transition to operations for all HSEN and LAN-A engineering and architectural efforts.
This role aims to provide exceptional support services for the design, construction, and maintenance of a cloud infrastructure that prioritizes network security to meet the organization's technological and business needs. Key responsibilities include architecting scalable, secure, and highly available cloud solutions while ensuring peak performance and cost-effectiveness in cloud environments like AWS, Azure, and Google Cloud. Close collaboration with IT teams, stakeholders, and third-party vendors is essential to deliver cloud-based infrastructures and services that align with organizational objectives.
Key Responsibilities
Program Leadership & Governance:
* Define program strategy, scope, timeline, budget, and success metrics in alignment with DHS Enterprise Engineering Division (EED) objectives.
* Maintain the Integrated Master Plan (IMP), Quality Control Plan (QCP), risk register, and cost baseline.
* Ensure compliance with DHS security protocols, Enterprise Architecture (EA), FISMA regulations, Zero Trust principles, Section 508 standards, and service-level objectives (99.95% availability).
Delivery & Execution:
* Oversee multiple concurrent project workstreams encompassing architecture, engineering, testing, security accreditation, and transition to operations.
* Ensure all deliverables adhere to DHS SELC, ITIL v4, and PMBOK standards.
* Manage Tier-3/Tier-4 escalation processes, change management (via ServiceNow), and root-cause analysis.
Team & Stakeholder Management:
* Lead, mentor, and manage a diverse team of network architects, senior network engineers, and support staff (20-40 FTEs).
* Act as the primary point of contact for the Contracting Officer (CO), COR, NOSC, and Component CIOs.
* Develop and present business cases, Statements of Work (SOW), and Basis-of-Estimates for surge, modernization, and cloud migration efforts.
Support Roles:
* Manage a comprehensive development lifecycle program covering project management, budget operations, strategic development, and tracking.
* Lead a team of network engineers and architects to support DHS initiatives.
* Oversee the evaluation of network tools, gather user requirements, and identify necessary enhancements.
